6.1. R&D Laboratories
The research and development infrastructure of ICPE‑CA, in accordance with the institutional development plan
for the next four years, consists of both R&D laboratories included in the eight major research departments and
R&D laboratories under accreditation, subordinated to the General Manager. As an institute in which research
has a strong applicative character, there were created two structures that facilitate access to the business
environment: ITA ECOMAT ICPE‑CA Technology and Business Incubator located at Sfântu Gheorghe branch and
ICPE‑CA Technology Transfer Center.

Area of expertise in 2018 and 2019
• Assistance for setting up start‑ups and spin‑offs;
• Advice for accessing European funds;
• Identification of business partners, technologies and research;
• Intellectual property consultancy;
• Organizing brokerage events and company missions;
• Design and modeling of electromagnetic circuits;
• Enterprise Europe Network contant point.
2. Laboratory for testing of intense electrical currents in transient conditions
Expertise Areas in 2018 and 2019
• Equipment tests, high voltage devices;
• Testing in pulsed electric field (max. 100kA) with wave shapes of 8/20 s, 1/10 s, 30/60 s, 4/10 s and
long wave of 2/2,4ms.
3. Photovoltaic systems laboratory
Expertise Areas in 2018
• On‑site measurement of current‑voltage (IV) charactersitics of a field of photovoltaic modules according to
SR EN 61829:2016;
• Measurement of current‑voltage characteristics of photovoltaic devices according to SR EN 60904‑1:2007;
• Current‑voltage(IV) measurement of pulsed light photovoltaic devices with laboratory solar simulator
according to IEC 60904‑9:2007;
• Measurement of the spectral response of a photovoltaic (PV) device according to SR EN 60904‑8:2003;
• Measurement of the efficiency of power conditioners according to SR EN 61683:2004;
• Evaluation of photovoltaic (PV) pumping systems at direct coupling according to SR EN 61702:2004;
• Monitoring the operating qualityies of phtovoltaic systems according to SR EN 61724:2004;
• Checking the design of autonomous photovoltaicc (PV) systems according to SR EN 62108:2008;
• Design and/or verification of grid‑connected photovoltaic systems;
• Design and/or verification of autonomous photovoltaic systems;
• Flickermetre test and measurement techniques;
• Measurement of the quality of electricity in the laboratory and on site;
• Production of reference photovoltaic modules (standards);
• Preventive and corrective maintenance services based on the interpretation of the current‑voltage
characteristic of photovoltaic modules and module areas (diagnosis)
• Diagnosis of the PID phenomenon (Potential Induction Deterioration) in the initial phase and repair of the
affected modules;
• Diagnosis of photovoltaic modules with electroluminescence in the laboratory and on site;
• Diagnosis based on visual on‑site inspection of photovoltaic modules;
• Measurement of insulation resistance and HIPOT tests;
• Measurement of the static and dynamic efficiency of the MPPT point at photovoltaic inverters;
• Elaboration of feasibility studies, solutions and specificiations for photovoltaic energy generators.
